No. It can't.
Your face develops because of your bone structure. Piercings don't affect that in any way. They don't stop your skin growing either.Can getting face piercings young affect facial development?
I agree with the piercer. :) Our skin re-generates every seven years or so... but just make sure that you're ok with a scar for a couple of years until it grows back to normal. Eyebrow or lip ring holes can usually hide pretty well --- but a piercing in your cheek could result in a dimple for a couple of years once you take it out.
